Legislative Proposals

Below is a link to the page with legislative proposals written by, co-written by, or endorsed by this office.  They are not current law and should never be construed as such. They are drafts only of legislative proposals written and or submitted to the PA legislature. We're making them available for public awareness.



The following proposals were written by this office and reviewed by several other constables throughout the state and members of the general public for review, comments, suggestions, and accountability. 

New Constable Legislation - Updates to PA Title 44

Pa State Constables are often misunderstood, and current legislation is very vague and in need of refinement to clarity. The controversies, misinformation, and misconceptions may put constables in danger and possibly lead to public danger as well. It also has led to barratry, harassment, and unlawful targeting of constables by other law enforcement agencies hindering the ability of the constables to properly serve. This office has created a legislative proposal to address these issues, define the constabulary, and bring clarity to the table. It also provides for accountability measures, enhances the constable's ability to do the full job they were elected by the public to do, it protects the citizens constitutional rights, and provides better more inclusive training to help ensure constables are highly qualified, properly vetted, and held to professional standards.

If you support this then please contact State Representative Tom Jones who is the main introducer of constable legislation to the legislative committee and let him know you support the full wording and version of the Title 44 update for constables that Constable Zarnick submitted.

Another version of a legislative proposal was introduced by others that is not constitutional, restricts constables and creates conflicts of interest, and does not support wording to protect your constitutional rights. Make sure you let it be known that you support this version only.
